THE GLOBAL SYNTHETIC OPIOID CRISIS

Synthetic opioids, primarily fentanyl and related compounds, have created an unprecedented public health emergency requiring international cooperation:

  • 70,000+ overdose deaths annually in the U.S. involving synthetic opioids
  • Global overdose deaths increasing as synthetic opioids spread internationally
  • Minimal precursor chemical controls in key manufacturing countries
  • Production requiring minimal space and equipment compared to traditional drugs
  • Potency enabling smuggling in small, difficult-to-detect quantities
  • Multiple production centers shifting in response to enforcement
  • Chemical precursors diverted from legitimate industrial channels
  • Limited international scheduling of novel synthetic compounds
  • Fragmented early warning systems delaying response to new variants
  • Inconsistent enforcement cooperation across jurisdictions

Despite the transnational nature of this crisis, international control frameworks remain inadequate for addressing the unique challenges of synthetic opioids.
