In New Hampshire, geography often determines access to justice:
☑ 8 of 10 counties lack sufficient legal aid resources ☑ 68% of low-income rural residents face legal problems without help ☑ Transportation barriers prevent many from reaching distant courthouses ☑ Broadband limitations restrict access to online legal resources ☑ Rural courts have fewer self-help resources and longer wait times
When rural residents can’t access legal help, they face life-altering consequences:
- Eviction and homelessness
- Loss of essential benefits
- Debt collection judgments
- Domestic violence without protection
- Employment and education discrimination
OUR RURAL JUSTICE INITIATIVE
PHASE 1: EXPANDING PHYSICAL PRESENCE We will establish 5 new legal aid access points in priority regions:
- North Country (Coos County)
- Upper Valley (Grafton County)
- Monadnock Region (Cheshire County)
- Lakes Region (Belknap County)
- Seacoast (Rockingham County rural areas)
Each location will offer:
- Regular attorney office hours
- Self-help computer stations
- Video conferencing capabilities
- Document preparation assistance
- Community legal education
PHASE 2: BUILDING THE RURAL LEGAL NETWORK We will strengthen rural legal capacity through:
- Training 50 rural attorneys in priority practice areas
- Creating a rural practice incubator program
- Developing a rural attorney mentorship network
- Establishing court navigator programs
- Building relationships with community partners
PHASE 3: LEVERAGING TECHNOLOGY We will bridge geographic barriers through:
- Mobile-friendly legal information portals
- Offline-accessible legal applications
- Text-based legal assistance services
- Virtual legal clinics
- Courthouse remote access stations
PHASE 4: ADDRESSING SYSTEMIC BARRIERS We will advocate for policy changes including:
- Simplified court procedures for rural residents
- Expanded court service hours
- Remote hearing options
- Transportation assistance programs
- Rural broadband expansion
