Massachusetts faces interconnected challenges that threaten our quality of life and future prosperity:
✖️ Housing Crisis: Average home prices have risen 400% since 1990, forcing essential workers to live hours from jobs ✖️ Climate Vulnerability: Development patterns increase carbon emissions and flood risks ✖️ Transportation Gridlock: Sprawl creates the nation’s worst traffic congestion ✖️ Economic Disparities: Exclusionary zoning perpetuates inequality and segregation ✖️ Open Space Loss: Massachusetts loses 13,000 acres of natural land annually to development

OUR FOUR-PART STRATEGY
1️⃣ POLICY REFORM
We will work with 25 municipalities and state agencies to:
- Modernize outdated zoning codes
- Implement form-based codes that prioritize walkability
- Remove barriers to diverse housing types
- Streamline permitting for transit-oriented development
- Create transfer of development rights programs
- Establish climate resilience overlay districts
- Develop inclusionary zoning policies
2️⃣ INNOVATIVE DEMONSTRATION PROJECTS
We will catalyze transformative development through:
- Five mixed-use, mixed-income village center redevelopments
- Three suburban retrofit transformations
- Two rural village enhancement projects
- Four transit-oriented developments
- Six gateway city revitalization projects
- Five climate-resilient coastal community designs
3️⃣ CAPACITY BUILDING
We will strengthen local implementation through:
- Technical assistance for 25 municipal planning departments
- Training for 200 planning board and zoning board members
- Community engagement tool kits and facilitation
- Peer learning networks across communities
- Regional coordination frameworks
- Data visualization tools for decision-makers
- Smart growth educational curriculum
