The Eurasian landmass hosts some of the world’s busiest migration corridors: • 10+ million migrant workers moving between Central Asia and Russia • 3+ million workers from Southeast Asia in East Asian economies • Millions more in irregular status throughout the region • Remittances exceeding 30% of GDP in some sending countries • Complex transit routes crossing multiple jurisdictions

Yet protection frameworks remain fragmented, leaving workers vulnerable to: • Exploitative recruitment fees and contract deception • Document confiscation and restricted mobility • Wage theft and labor rights violations • Limited access to healthcare and social protection • Difficulties accessing justice across borders

THE TRANS-EURASIAN MIGRANT RIGHTS PROTOCOL

Our campaign advocates for a comprehensive regional framework with five interconnected components:

🔹 LABOR RIGHTS PROTECTIONS • Consistent minimum standards regardless of migration status • Equal treatment with national workers in key sectors • Wage protection systems with electronic verification • Rest day and working hour guarantees • Occupational safety and health requirements

🔹 DOCUMENTATION & MOBILITY RIGHTS • Prohibition of document confiscation • Worker-held identification standards • Job mobility provisions after minimum periods • Re-entry rights without exit penalties • Simplified procedures for regular status

🔹 SOCIAL PROTECTION ACCESS • Portable benefits mechanisms across borders • Emergency healthcare regardless of status • Pension contribution recognition between systems • Work injury protections with cross-border claims processes • Family support services in destination countries

🔹 ACCESS TO JUSTICE MECHANISMS • Multilingual complaint systems with migrant-friendly procedures • Legal aid networks spanning origin and destination countries • Wage claim systems functional after return • Evidence gathering protocols spanning jurisdictions • Compensation mechanisms for rights violations

OUR ADVOCACY APPROACH

Our campaign works through multiple regional processes: • Eurasian Economic Union mechanisms • ASEAN Committee on Migrant Workers • Shanghai Cooperation Organization • Regional Consultative Processes on Migration • Bilateral labor agreements

Working with migrant organizations, trade unions, and policy experts across the region, we’ll build support for coordinated standards that recognize the reality of regional labor mobility while ensuring decent work and dignity for all workers.
