The Asia-Pacific region represents the fastest-growing AI market globally, yet governance approaches remain fragmented and uncoordinated:

• China, Japan, Singapore, and South Korea each developing distinct AI regulatory frameworks • Smaller nations lack resources to develop comprehensive approaches • Significant cultural and philosophical differences in AI ethics perspectives • Cross-border AI applications operating in regulatory gray zones • Global AI governance dominated by Western ethical frameworks

Without regional coordination, the Asia-Pacific risks regulatory fragmentation, ethical inconsistencies, and power imbalances in AI development.

THE ASIA-PACIFIC ETHICAL AI GOVERNANCE ALLIANCE

Our campaign advocates for a collaborative regional approach with five key elements:

𝟭. 𝗦𝗛𝗔𝗥𝗘𝗗 𝗚𝗢𝗩𝗘𝗥𝗡𝗔𝗡𝗖𝗘 𝗣𝗥𝗜𝗡𝗖𝗜𝗣𝗟𝗘𝗦 • Minimum standards for human rights protection in AI systems • Common risk classification framework for AI applications • Consistent transparency requirements for automated systems • Accountability mechanisms across jurisdictions • Human oversight guarantees for high-risk applications

𝗖𝗨𝗟𝗧𝗨𝗥𝗔𝗟𝗟𝗬 𝗜𝗡𝗖𝗟𝗨𝗦𝗜𝗩𝗘 𝗔𝗣𝗣𝗥𝗢𝗔𝗖𝗛𝗘𝗦 • Recognition of diverse ethical traditions in the region • Incorporation of Eastern and Western philosophical perspectives • Multilingual requirements for AI systems • Cultural context sensitivity in data collection and applications • Respect for indigenous data sovereignty principles

OUR ADVOCACY APPROACH

Working through existing regional bodies including ASEAN, APEC, and the Pacific Islands Forum, our campaign will: • Convene multi-stakeholder dialogues on AI governance • Develop model principles adapting global standards to regional contexts • Build a coalition of government, industry, civil society, and academic partners • Create implementation roadmaps for countries at different development stages • Ensure diverse cultural perspectives shape governance frameworks
