RISING WATERS, DISAPPEARING HOMELANDS

Low-lying Pacific nations face an unprecedented existential threat: • 5 countries could become uninhabitable within decades • 100+ islands have already disappeared beneath rising seas • Salt water intrusion threatens food and water security • Intensifying cyclones make traditional life increasingly dangerous • Entire cultures, languages, and ways of life at risk of erasure

Yet international law provides no recognition or protection for climate migrants, leaving Pacific peoples in a precarious legal limbo.

THE OCEANIA CLIMATE MIGRATION FRAMEWORK

Our campaign advocates for a groundbreaking regional agreement with four essential components:

[1] PLANNED RELOCATION WITH DIGNITY

• Self-determined migration timelines controlled by affected communities • Orderly pathways preventing climate refugee crises • Collective relocation options preserving community bonds • Land allocation in receiving countries with secure tenure • Support services for transition and integration • Special provisions for vulnerable community members

[2] CULTURAL HERITAGE PRESERVATION

• Digital archives preserving languages, stories, and cultural knowledge • Protected spaces for continued cultural practices • Support for intergenerational knowledge transmission • Educational programs maintaining cultural identity • Legal protection for cultural intellectual property • Resources for cultural adaptation in new settings

[3] CONTINUED SOVEREIGNTY & SELF-DETERMINATION

• Maintained political recognition despite territorial loss • Exclusive economic zone rights preservation • Digital continuity of government services • Representative structures in diaspora communities • Continued participation in regional and international forums • Legal innovations addressing statelessness risks

[4] EQUITABLE BURDEN-SHARING

• Differentiated responsibilities based on historical emissions • Receiving country commitments proportional to capabilities • Technical and financial support from developed nations • Community-controlled adaptation fund management • Private sector engagement in creating opportunities • Recognition of positive contributions by migrants

Led by Pacific Island representatives with support from legal and climate experts, our campaign will engage: • Pacific Islands Forum and Secretariat • Potential receiving countries (Australia, New Zealand, US, etc.) • UN agencies addressing climate migration • Pacific diaspora communities • International climate finance mechanisms
