A NEW FRAMEWORK FOR MEDICAL TECHNOLOGY JUSTICE

Our campaign advocates for a comprehensive agreement with five interconnected components:

① EMERGENCY TECHNOLOGY POOLING

• Automatic patent pooling during declared health emergencies • Standardized compensation mechanisms for intellectual property • Streamlined regulatory approval pathways for generic production • Global coordination to match production capacity with need • Fair allocation frameworks preventing nationalistic hoarding

② DISTRIBUTED MANUFACTURING CAPACITY

• Regional production hubs in Africa, Latin America, and Asia • Technology transfer packages with know-how and training • Quality assurance systems enabling regulatory recognition • Public-private partnerships for sustainable business models • Infrastructure investment in pharmaceutical production ecosystems

③ RESEARCH & DEVELOPMENT REORIENTATION

• Pull mechanisms for neglected disease innovation • Open science platforms for collaborative discovery • Delinkage models separating R&D costs from product prices • Priority review vouchers and other incentive mechanisms • Public funding conditions requiring access provisions

④ SUSTAINABLE SUPPLY CHAIN RESILIENCE

• Mapping and diversification of active ingredient production • Strategic stockpiling coordinated across regions • Procurement pooling increasing negotiating power • Early warning systems for potential shortages • Mutual recognition of stringent regulatory authorities

⑤ EQUITABLE LICENSING FRAMEWORKS

• Socially responsible licensing standards for publicly-funded research • Tiered pricing models reflecting ability to pay • Technology assessment mechanisms balancing innovation and access • Transparency requirements for R&D costs and pricing • Knowledge commons for essential health technologies

OUR ADVOCACY STRATEGY

Working with health, trade, and development experts, our campaign will engage: • World Health Organization and World Trade Organization • Regional health organizations (African CDC, PAHO, etc.) • National health and trade ministries • Research institutions and pharmaceutical developers • Patient advocacy groups and access to medicine organizations

Building on momentum from recent crises, we’ll advocate for fundamental reforms to ensure that lifesaving medical technologies reach everyone who needs them, regardless of geography or economic status.
