When medical emergencies strike, response systems face a fractured patchwork of standards, credentials, and protocols that can delay critical care. America’s emergency medical system consists of over 19,000 separate EMS agencies operating under 50+ different state regulatory frameworks. This fragmentation creates dangerous gaps:

– Paramedics licensed in one state cannot practice when crossing state lines during disasters
– Equipment and medication protocols vary between neighboring jurisdictions
– Patient data cannot follow patients transferred between systems
– Training requirements and scope of practice vary significantly

Our proposed legislation addresses these challenges through:

  1. National EMS Credential Recognition System

  2. Interstate Compact mandating license reciprocity

  3. Standardized equipment and medication protocols

  4. Integrated communication systems with common platforms

  5. National EMS data repository enabling quality improvement

Implementation would maintain local operational control while creating seamless integration during multi-jurisdiction responses and disasters. The approach builds on successful models from other public safety disciplines while respecting the unique aspects of emergency medical care.

By enabling our 922,000 EMS providers to deliver seamless care regardless of jurisdictional boundaries, we can save lives, improve outcomes, and ensure more efficient use of critical emergency medical resources nationwide.
