“I still have nightmares about the 43 days I spent in solitary confinement at age 16. Locked in a concrete cell for 23 hours daily, I developed severe anxiety that persists 15 years later. The “treatment” that was supposed to correct my behavior instead created trauma that followed me into adulthood.” – Jaki Murillo

Despite overwhelming evidence of harm, thousands of young people still experience solitary confinement in juvenile facilities nationwide. Research shows this practice:
– Exacerbates mental health conditions
– Increases suicide risk by 20x
– Often targets youth with disabilities disproportionately

Our proposed legislation would:

  1. Prohibit solitary confinement exceeding 3 hours for juveniles under federal jurisdiction

  2. Require states to implement similar protections to receive federal juvenile justice funding

  3. Establish oversight mechanisms with mandatory reporting

  4. Fund training in alternative behavior management approaches

  5. Create transition assistance for facilities implementing reforms

The bill includes reasonable exceptions for temporary emergency situations while requiring documentation, mental health assessment, and swift return to regular programming.

Our lobbying effort will emphasize the rare bipartisan consensus that children deserve protection from practices known to cause lasting harm, regardless of their offenses. We’ll engage juvenile justice reformers, mental health organizations, religious groups, and civil rights advocates.
